I found this picture from Gossip Girl while searcing for blue tights.
Ive never seen it before so can you tell me who is the girl in the plain blue tights with gold heels, what episode its from or at least what else she was wearing under the coat?
I can see like a black skirt/dress, is there blouse or anything?

the girls are “followers” of Blair, and Jenny when she was in it.
umm the black thing is a pinafore dress, and she wore a plain white blouse with a frilly collar and the scarf.
